2000 Volvo VN Fan Clutch ISM

Fan clutch has not worked right since I bought truck 4 years ago. The radiator finally rotted out so since I had the room I thought I would remove the clutch to check it out. First stud on fan spun and when I applied air the seals were leaking so I bought a new clutch. But that wasn;t the problem. The fan clutch solenoide is only getting 6.9 volts key on/key off. Acording to Cummins a signal comes out of pin 5 (6.9v) on the actuater connecter on the ECM to pin 12 on the cab connector to the fan clutch relay back to pin 42 at the actuater connecter on ECM. The Volvo wiring I have doesn't show a fan relay. I haven't found one yet. Was told by a Volvo Shop Mgr that ECM only puts out 6-7 Volts so if thats the case then the Fan solenoide has to pick up 12v somewhere. I'm going to tear into the heater to see if there is one tied to the A/C in there. Also read that A/C high pressure switch has some thing to do with it. Used a good APADS unit to check A/C dianogstics. The only way to turn off the 6.9v to solenoide it to remove 2 wires on the batterys that feed ECM. Starting to think the ECM might have a bad spot in it. And I need a better wiring diagram. If anyone has an Idea I would appreciate it very much.
