3306 will not start after remaned injection pump installed

followed all the directions in the manual, will not start. I do get some smoke out the stack, but it doesn't even try to fire/kick. Anyone have a suggestion or trick I could employ?

I double checked the lift pump and I have fuel in the reservoir. I even checked the timing a second time.

Have you tried giving it a little snort of ether? Sometimes that few seconds of higher rpm is enough to get things situated as far as fuel flow.

Tried the ether, and was able to bring the fuel up to the nozzles. Still will not start, have good pressure at the nozzles when I crack them open while cranking. I get smoke but the engine doesn't even try to fire. I decided to advance the timing a little on the pump yesterday, when I had the cover for the pump off(timing gear cover) I remembered reading about how the springs become weak or broken inside that gear and causes the engine to go full retard. So I took it apart and sure enough, the governor inside the gear is broken. Have the parts ordered and will post pictures and perhaps a "running" engine soon.
I also ordered new nozzles, might as well have everything new at the same time.

Just a little history on this engine. Was brought to me a few months ago because the owner had it at three other shops and they could not fix it. Original symptoms: No power after warmed up, white smoke on start up, unable to maintain speed on even the slightest incline. Other shops replaced the air charge cooler, the turbo, and the exhaust system (plugged muffler). Truck is a 98 Ford Actera.

I had the pump remand by a local cat dealer when I adjusted the anaroid and it had no change to how the engine smoked or idled. All the seals in the injection pump where shot according to the dealer.

The broken pieces were preventing the timing from maintaining postion when the engine was cranked over, varing by as much as 30 degrees.CameraDumpFileJan2014 088.jpg

Saturday is supposed to be warmer , I'll post up a video of the running engine. Just need to tweak the low and high idle and I'm finished.

The automatic timing advance unit, it is located within the drive gear assembly for the injection pump. Not normally a serviced unit when changing out the rack. When you remove the hold down bolt from the gear securing the pump, there are two small screws, remove them and behind that cover plate is the advance unit.
