Lower counter bore errosion

Not sure if this is a correct place to start ask this question, but I know 3406's have the same issue. I have a 207 Case, 4 cylinder diesel.
The lower counter bores area in rough shape from cavaitation. I filed them in with epoxy and they look pretty good. The question I have has anybody ever installed lower liner seal with silicone, basically as the lubercant to promote additional sealing in a less than perfect block?
I am thinking of a small film to fill the voids?

I cant see silicone holding up. Cat epoxy seems to work best. I would just install the liner with the Case recommended lubricant
